Within
the framework of his 25-year career
at the Israeli Police Force, Hezi
Leder's positions included Head of
Intelligence at the National Police
Force HQ, where he was responsible
for the professional management of
diverse intelligence activities
carried out by a workforce of 2,500
detectives, intelligence analysis
and undercover agents. Additionally,
he provided professional support in
intelligence matters to the Police
Commissioner and senior commanders;
directed international intelligence
operations and investigations;
maintained contact with the local
and |

international intelligence
community; prepared the annual
intelligence strategy and budget and
monitored its implementation.
Within his capacity as a senior
police commander in the central
district, Mr. Leder was responsible
for the activities of approximately
600 policemen and policewomen
fighting crime within the urban and
rural sectors, while providing
police services to the community.
In his final years at the Israeli
Police Force, at the rank of
Brigadier General, he served as the
Liaison Officer to the USA and
Canada, where he cooperated with
federal, state and local police
forces and other bodies engaged in
law enforcement, intelligence and
anti-terrorist activities;
coordinated joint
intelligence-investigation
operations between US and Canadian
law enforcement agencies and the
Israeli Police Force, maintained
contact with relevant industries in
the sphere of law enforcement and
represented the Israel Police Force
in professional organizations and
conferences.
Following his retirement, Mr. Leder
co-founded a company specializing in
business intelligence in commercial
enterprises. He also served as a
member of a ministerial committee
formulating the concept of public
security in Israel, and of another
committee advising the Director
General of the Israeli Ministry of
Justice on dealing with the economic
consequences of organized crime. For
over a decade, Mr. Leder also
provided consulting services in the
development of police intelligence
concepts and establishing designated
units in the international market.
Mr. Leder holds a BA degree in
Political Sciences and History of
the Middle East and an MA degree in
Public Policy from Tel Aviv
University, and has completed a
study program on Financial
Management for Executives at its
Faculty of Business Administration.
He is also a graduate of the Israeli
Intelligence Community's top
inter-organizational course for
senior members and of the Police
Academy's Senior Staff and Command
